10 Second Rule

I found this floating around the internet here.

I'm a pretty laid back mom and made the decision long ago I rather Otis eat the food on the floor that I can see than the food that has been lost to under the couch covered in fuzzies. 

Do you follow the 10 Second Rule?  Who made this rule anyways?
